How Did this happen?
In the Fall of 2020, Nancy Perkins, the mother of my children left our home in Travis County and took our children to Denton County. She went to stay with her sister. When things did not work out, she ended up in a shelter. At the shelter, she met Jason Clapp and Jessica Bell. She considered them to be her "Financial Advisors". However, they are dentists.
During this time, I continued to offer her financial support and regularly communicated with the children. However, I found it odd when my daughters were suddenly unavailable to communicate. When I asked to talk to them, I was told they were either "taking a bath" or "on a play date".
It wasn't until the spring of 2022, that I found out my daughters were no longer in their mother's care. Jason Clapp and Jessica Bell offered to take custody of my daughters and Nancy consented. They had no interest in taking the boy, only the girls.
Why were they only interested
in my girls?
I have yet to find a reasonable answer to this question. My son has special needs and he is not easy to manage. However, people who truly care for children would not turn away from a child with special needs.

(a) A parent of a child has the following rights and duties: (1) the right to have physical possession, to direct the moral and religious training, and to designate the residence of the child; (2) the duty of care, control, protection, and reasonable discipline of the child;

Separated From My Daughters
In the Spring of 2022, I was contacted by CPS. I was informed that my daughters were no longer in the custody of their mother. They also asked if I was able and willing to come get my son because his mother was not able to adequately care for them. At this time, I did not know where my daughters were. The people who had them, Jason Clapp and Jessica Bell would not contact me or disclose the location of my daughters.
By the Summer of 2022, A CPS plan was implemented. It required Clapp & Bell to allow me to communicate with my daughters regularly. I requested to visit with my daughters. They agreed to allow me to visit my children in December of 2022. It was at that time they filed for a temporary restraining order against me and began a suit for custody of my children. No incident or event led to these actions.
They claimed I had a history of violence and that I made threatening statements. They even went as far as to file a CPS report against me accusing me of physically abusing my son. Their accusations were investigated and proven false. However, I was not present at the hearing. The hearing was rescheduled due to a snowstorm and a default judgment was made against me. My access to my daughters was restricted.
Jason Clapp and Jessica Bell spent nearly $30,000
of their own money to intervene in this case.
Why?
Final Hearing
I hired an attorney to fight for the reunification of my family. Despite my best defense, they won custody of my daughters.
I have no criminal record. No history of violence. I was accused of having a pattern of drug use. The judge ordered a 10-pannel toenail test. This type of drug test can detect drug use as far back as 12 months. The drug test did not detect any illegal drug use. I am not on drugs.
Despite passing a drug test, and no evidence that I pose a threat to my children, the court ruled against me. I have been limited to communicating with my daughters for only 15 minutes a week. I am allowed to visit with my daughters for only four hours a month and I am required to pay a fee to a court-appointed supervisor. I was also ordered to pay the legal fees of Clapp and Bell.
Meanwhile, Clapp & Bell were awarded full conservatorship. They also requested the right to remove my daughters from the country at any time without my permission or consent. This right was awarded to them by the court.
I have not given up the fight to bring my girls home!
Duchesne v. Sugarman, 566 F.2d 817, 825 (2d Cir. 1977). The Second Circuit held “[T]he right of the family to remain together without the coercive interference of the awesome power of the state . . .encompasses the reciprocal rights of both parent and child.” The court explained that children have the constitutional right to avoid dislocat[ion] from the emotional attachments that derive from the intimacy of daily association with the parent.”

Who is Charlton L. Holmes Sr?
I'm a devoted husband and a father. Since the failure of my last relationship, I have found someone whose spirit truly resonates with mine. My wife, Satarra has become a mother to my son. She is the only woman he has ever called "mommy". We do many activities together as a family including weekly attendance at our church, where I teach Sunday School.
I am a public school teacher. I currently teach middle and high school but I have worked with children of different ages and abilities. I have experience working with children who have special needs including Autism Spectrum Disorder. I have worked in a clinical setting as a behavioral therapist. Some of the children I worked with demonstrated extreme behaviors; some were even prone to violence. Through patience, compassion, and empathy, I have learned how to manage children with extreme behaviors and I have become skilled at redirecting maladaptive behaviors and reinforcing positive behavior. I am currently working on a graduate degree in Special Education.
Satarra and I work together to take care of my son who has special needs, without any outside care or support. Nobody calls to check on him. Not his mother. Not Clapp/Bell. We are the only ones who are looking out for the interests of all three children. I hope to reunite them soon.
